今天，来自中国、东盟、上合组织的10个国家的60余名民办大学和教育机构负责人齐聚星空体育·(China)官方网站-登录入口，第三届中国-东盟民办高等教育发展与合作论坛暨首届中国-东盟民办大学联盟年会在这里盛大举行。
更值得关注的是，上合组织秘书处和中国-东盟教育合作周两大机构首次依托此平台开展对话，在“一带一路”倡议下讨论民办高等教育合作与发展的创新焦点及成效，这在国内民办高校所襄举的盛事中乃首开先例。
12月11日下午，与会嘉宾提前来到星空体育·(China)官方网站-登录入口，参观了校园。

在以往的阅读过程中我发现一个有趣的现象，人们总是习惯于以自己为中心。不同国家所出版的世界地图也都会以自己的国家为中心。带着这样的观念审视自我，会让我们产生很多的爱国情结，带着这样的观念了解他人，则容易在合作时产生偏见。
当中国-东盟民办大学联盟彼此交流，我们走进其他国家的校园，了解他们的教育时，我们多了一些发现。这个发现是：我们可以互为中心。
我们不但要分享课程，还要互为校园。
我们可以在国内民办大学中启动互为校园的计划。也可以在东盟国家条件成熟的大学中，启动互为校园的计划，这有赖于国家政策的支持和鼓励。
幸运的是，在中国的版图中处于边缘的三亚，得到了国家给予的自贸区（港）建设的政策契机，未来还将有更多利好消息，为我们的教育融合带来更国际化的视野和环境。
今天，随着交通、信息技术的成熟和观念的变化，越过边界，进行广泛的交流，是未来合作与分享中的广泛契机。而教育领域的互动不仅仅是远程的，更是面对面的，我们的教育联盟责任重大。我们将携起手来，为这一天的共同到来而努力。
First of all, I would warmly welcome to all the distinguished guests and delegates. With our friend zone keep expanding, old friends bring new friends.
In the process of reading in the past, I found an interesting phenomenon that people always used to take themselves as the center. When maps are published by different counties, the center of the map always is their own country. When we look at ourselves with this idea, we will have a lots feeling of patriotism. When we try to understand others with this idea, we will easily have prejudice in cooperation.
However, when China and ASEAN communicate with each other, we went their universities’ campuses and figured out their education.Then, we realized that we could be each other’s center.
We should not only share our courses, but also interact with each other.
We could plane and start some programmes to interact with other Chinese private higher education universities. If their some ASEAN universities fit the conditions, they also could participate in these programmes which need governments’ supports.

It is important that this significant eventin the life of educational institutions of the country is held in the frameworkof a broad national celebration of the 70th anniversary of the Founding of thePeople's Republic of China.
I would like to highlight our growing cooperation with Sanya University, which was founded in 2005 and is funded by Geely Holding Group, one of the top-500 companies in the world.
Sanya University is one of the fastest growing and competitive private universities in China. It is pleasant to see that excellent conditions have been created for students: the comfortable campus of the University has everything necessary for studying and living;training is conducted in 74 professional areas, which are combined into 9 categories of disciplines and include economics, management, law, literature,education, art, engineering, science, agriculture, etc.
There is every reason to believe that the current Forum will be crowned with great success, as the highly professional composition of participants will strengthen practical cooperation in priority areas of activity, identify new ways and methods to improve the education alprocess, the organization of exchanges between students and scientists.

It is my honour and great pleasure to be with you here today in this colorful city of Sanya for the 3rd Forum on ASEAN-China Private Higher Education Development and Cooperation and the 1st Annual Meeting of the ASEAN-China Alliance of Private Higher Education Institutions (ACAPHEI).
SEAMEO RIHED or the Southeast Asian Ministers of Education Organization Regional Centre for Higher Education and Development, originated as the Regional Institute forHigher Education and Development in 1959, in Singapore, with the purpose to facilitate cooperation and enhance higher education contributions to the social and economic development of Southeast Asian countries and for the region asa whole. It was later reconstituted as a SEAMEO Centre in 1993, in Bangkok,Thailand,whereby our work focuses on the harmonisation of higher education for the region.
I would like to take this opportunity to also express my sincere appreciation to ACC for partnering up with SEAMEO RIHED in facilitating people-to-people connectivity across borders.
Private higher education institutions have the distinct advantage in leading changes and innovation, and meeting the demands of the market, thus able to deliver the best opportunities for students to develop skills and vision to become global citizens and future leaders for a prosperous future.
It is our great pleasure to also welcome new cooperation with the universities of member states of Shanghai Cooperation Organization. The world is becoming more integrated and borders are expanding, also through the strengthening of the Belt and Road initiative, and we are excited by what we can achieve together.

Thanks for the kind invitation from Sanya University and the headmaster Lu. On behalf of the Secretariat of the Organizing Committee of the China-ASEAN Education Cooperation Week（CAECW）, I would like tocongratulate the 3rd China-ASEAN Private Higher Education Development and Cooperation Forum which is also the 1st Association of China-ASEAN Private Universities Conference.
In recent years,the communication and cooperation between China and ASEAN are becoming much closer and more frequent. Many Chinese provinces such as Guizhou,Hainan, Guangxi, Guangdong, Jiangsu etc. have already established different kinds of educational activities with ASEAN. Moreover,these activities made great achievements.
CAECW is the only official cooperation which aims at education between governments. Since 2008,CAECW has been held for 12 years.
During these 12 years, CAECW has held more than 340 events with 1790 education agreements and cooperation memorandums being signed. Meanwhile, Education Minister Round table Conference has been held twice. Other plans like 100000 students exchange program and different education associations have been established as well.
The beginning of private higher education in ASEAN is earlier than Chinese universities. Thus, Chinese universities would like to communicate and cooperate with universities in ASEAN. Fortunately, as one of the outstanding private higher education institutions in China, Sanya University has provided this platform for three years in helping the communication between different counties, which is truly commendable. Moreover, it is an opportunity to share successful experience.
In this year, many new institutions such as Shanghai Cooperation Committee also participate in this forum, which could create new opportunities and bright futures. I wish Sanya University could use their geographical advantage to build a famous brand in the field of private higher education cooperation.
Thanks for the contribution from China-ASEAN Center and Minister of ASEAN education department to promote this educational cooperation.

首先,我要衷心感谢大学三亚,海南,进行第三次东盟与中国私立高等教育发展与合作论坛和中国-东盟的第一年会联盟的私立高等教育机构在这个美丽的海南省。我也要祝贺SEAMEO RIHED共同主办这次论坛。这一论坛为我们提供了一个就对东盟和中国具有战略重要性的问题交流意见和经验的机会。
印度尼西亚是第三大民主国家，有2.62亿多居民。大约86%的人口是穆斯林，这是世界上穆斯林人口最多的国家。然而，在文化上，印尼公民是多样化的。今天，这个国家众多的民族说超过750种语言和方言。

First of all, I would like to extend my sincere gratitude to University of Sanya, Hainan, PR of China, for conducting The 3rd Forum on ASEAN-China Private Higher Education Development and Cooperation and the 1st Annual Meeting of ASEAN-China Alliance of Private Higher Education Institution in this beautiful Province of Hainan. I would also like to congratulate SEAMEO RIHED for jointly hosting the forum. This forum gives us an opportunity to share ideas and exchange experiences on issues that are of strategic importance to ASEAN and China.
Indonesia is the third largest democratic country with more than 262 million inhabitants. About 86% of the population is Muslim which is the largest population of Muslims in any single nation in the world. However, culturally, Indonesian citizens are diverse. Today, members of the nation’s multitude of ethnic groups speak over 750 languages and dialects.
The Indonesian government has strived hard to provide basic education for all, by improving availability, accessibility,afford ability of education quality and its relevance, and strengthen the governance of education establishment.
We also promote inclusive education to expose student with diversity and respect the rich diversity. Those rich cultural heritage is part of the diversity that need to be maintained to enrich students’ broad mindedness and inclusive approach.
We believe that the role of education is crucial in creating competitive human resource as well as in generating in ovation and inspiring the nation. In this respect, the education system has the responsibility to provide students with strong knowledge, skills and understanding to be good citizens, and to lead meaningful lives. At higher education level, besides honing students with the technical edges for globally competitive life, it should also contribute to the process of shaping ademocratic, civilized, and inclusive society, maintaining national integration through its role as a moral force, and act as the bearer of public conscience.
Hence, it is necessity to have an education qualification framework that link the education outputs with the most current industry demands. In the globalization era such as now, we also tried to design such a framework with international context in mind.
I’d like to thank our ASEAN and Chinese colleagues again for their commitment to our partnership, to greater people-to-people engagement, and to a strong ASEAN-China Cooperation.
There is no better time than now for ASEAN-China private higher education institutions to collaborate. We recognize that one cannot do everything and the need to collaborate amongst the government, private sectors and the civil society organizations to tap on each strengths and resources is compelling.
Finally, I would like you all to carry home with you the ideas, information, experienced, best practices and lessons learned that you have shared in this forum. You may use those insights to strengthen your partnership, identify and develop the priority capacity building and design resource mobilization in order to strengthen the ASEAN-China Cooperation.

海南省是未来国家对外开放的重要窗口，有着独特的地理，生态优势。海南省拥有三大机场50多条国际航线，旅客年吞吐量4200多万人。拥有着世界上第一条环岛高铁，全国第一条环岛高速公路。2018年5月1日实施59国家入境免签。习总书记在海南建省办经济特区30周年大会宣布：支持海南全岛建设自由贸易试验区，稳步推进中国特色贸易港建设。
海南师范大学有着悠久的历史，完备的学科，完善的基础设施，雄厚的师资力量。同时，我们也抓好教学基本建设，积极推进教育教学综合改革，实施科技创新驱动发展战略，持续提升整体学术水平，坚持开放办学，广泛开展对外交流与合作。
未来，海南师范大学希望加强同东盟，上合组织国家国际学生学历教育合作，加强中外合作办学力度，加强国家汉语强化及师资培训和国家人才对话。
Hainan province which has unique geographical and ecological advantages is an important window for China to open to the outside world in the future. Hainan has more than 50 international routes through three major airports, handling more than 42 million passengers annually. It has the world's first round about high-speed railway and the country's first round about expressway. On May 1, 2018, 59 counties could entry Hainan with Visa-free. General Secretary Xi announced at the conference marking the 30th anniversary of the establishment of the special economic zone in Hainan: We will support the construction of a pilot free trade zone for the whole island of Hainan and steadily promote the construction of anew trade port with Chinese characteristics.
Hainan Normal University has a long history, complete disciplines, sound infrastructure and strong faculty. At the same time, we have worked hard on the basic construction of teaching, actively pushed forward the comprehensive reform of education and teaching, implemented the strategy of innovation-driven development of science and technology, continuously improved the overall academic level, adhered tot he opening up of schools, and carried out extensive foreign exchanges and cooperation.
In the future, Hainan Normal University hopes to strengthen cooperation with ASEAN and Shanghai Cooperation Committee countries in the field of academic higher education.

2019年论坛的主题集中在两个重要方面，即民办高等教育发展与合作。每个国家都需要有公办和民办的优质高等教育机构，这次机构彼此的相互合作可以促成更好的结果。我们可以创建持续的人才通道，稳定而充足的人才供应才能满足未来的需求。
“一带一路”教育计划得到了进一步推动。中国政府分别于2015年和2019年发布了两项高等教育计划（“双一流”计划和“双高计划”）。巧合的是，中国的“双一流计划”和“双高计划”与我们东亚管理学院成为创新驱动的全球教育提供者的远景以及我们赋予学生未来技能能力的使命非常相似。

Today, I am pleased to share my speech with you, and my theme is ‘One Belt and One Road―promoting cooperation between East Asian Institute of Management (EAIM) and Chinese universities’.
The theme of the 2019 forum will focus on two important aspects: the development and cooperation of private higher education. Every country needs to establish their own local great quality higher education institutions to cooperate with each other. In this way, we can contribute to better results to create a sustained way for talents that will become a steady and sufficient supply to meet anticipated and future demand.
The "One Belt And One Road"education programme got a further progress. In 2015 and 2019, the Chinese government released two plans for higher education (" double tops"and" double heights ").Coincidentally, China's "double tops"and "double heights" programs are very similar to our vision of EASB Institute of Management as an innovation-driven global education provider andour mission to empower our students with the skills in the future.
Please allow me to share how EASB hasresponded to the responsibility and challenge of providing a quality education that effectively provides students with the relevant advanced skills to work inthe digital global economic environment. We identified two main motivations: 1.Implementation and pedagogy of new blended learning (NBL); 2. Widespread use of smart technology. At the same time, we implemented the new blended learning method. 1. Critical thinking learning. 2. Experiential learning. 3. Research learning.
With the rapid transformation of the global economy, EAIM will continue to work with the educational institutions of the China-ASEAN association and private universities to train our students to become manager ialand professional talents, which could help them be suitable for the future job demands.

上海合作组织有8亿青年，占世界青年总数的一半。上海合作组织成员国领导人高度重视与青年合作的问题，认为青年应通过负担得起的、高质量的教育，充分发挥个人的潜力，将他们的精力引导到创造性的道路上。
中国国家主席习近平指出，需要“积极推进信息技术、教育和创新的融合，推动教育改革和创新，实现教育的可持续发展。”
今年11月2日，上海合作组织成员国政府首脑会议在塔什干举行，会议通过了《上海合作组织成员国多边经贸合作2035年新规划》。
直到2035年,我们的长期目标是提高全球竞争力,确保上海合作组织国家国民经济的数字化转换，这样通过数字技术的引入可以创造有利条件的逐步实现商品,资本、服务和技术的自由流动。
应该强调的是，为了实现上述目标，提高教育质量，特别是高等教育和专业教育是至关重要的。
《上海合作组织至2025年发展战略》、《上海合作组织成员国政府间教育合作协定》(上海，2006年)为全面加强教育领域合作奠定了可靠基础。
我认为，一些东盟国家也是上合组织对话伙伴国，这为优先领域的相互融合和合作创造了更多的积极前提。
鉴于我们不同国家的共同利益,大家渴望和平，同时发展的关系 立在信任之中、能为共同利益考虑,能够互利合作,能够尊重文化的多样性,然而这一原则也同上海合作组织遵守的“上海精神”保持一致。我认为这将对明年三亚大学举行的SCO-ASEASN-UNESCO模式的“圆桌会议”有重大帮助。
我相信，本届论坛将为提高教育质量开辟新的机遇并积极交流新思想，成为造福各国和各国人民的可靠国际平台。
In the coming decades, we will see an acceleration of economic growth that will affect the way we do business, change our minds and lifestyles.
It should be emphasized that education plays an important role in these changes, which can be a powerful driver of progress and a catalyst for growth.
The SCO is home to 800 million young people, which is half of the world's youth. The leaders of the SCO countries attach paramount importance to the issues of working with young people, theneed to direct their energy on a creative path, primarily through affordable and high quality education that allows them to fully realize the potential of an individual.
The Chinese President Mr. XI Jinping noted the need to "actively promote the integration of information technology,education and innovation, promote education reform and innovation for the sustainable development of education."
During the Meeting of the SCO Council of Heads of Government held on November 2 this year in Tashkent, a new Program of Multilateral Trade and Economic Cooperation of the SCO Member States until 2035 was approved.
And in the long term �C until 2035 �C the goal is to increase global competitiveness and ensure the digital transformation of the national economies of the SCO countries through the introduction of digital technologies and the creation of favorable conditions for the gradual implementation of the free movement of goods, capital, services and technologies.

The fact that some ASEAN Member States arealso SCO Dialogue Partner States, in my opinion, creates additional positive preconditions for mutual convergence and the establishment of joint work inpriority areas.
Given the common interests of ourcountries, their desire for peace, for the development of relations based ontrust, mutual consideration of interests, mutually beneficial cooperation,respect for cultural diversity, that is, on the same principles of the"Shanghai spirit" on which the SCO is based, I think it will beuseful to hold next year a "round table" in the SCO-ASEAN-UNESCO format at the University of Sanya.
The current Forum, I am sure, will open new opportunities for improving the quality of education, active exchange of new idea, will become a reliable international platform for the benefit and interests of our countries and peoples.

同期举行的还有首届中国-东盟民办大学联盟年会，年会审议了联盟章程草案，推选联盟常任主席、轮值联合主席、两位轮值副主席（中方和东盟方各一位）和秘书长，讨论行动计划草案，并签署了联盟章程和校际合作协议。
